Further to Northern's inability to provide a train service for two weeks, and the 'free' loco hauled service provided by West Coast/DfT, I would be interested to know if there is anything (legally) preventing Northern from coming to an agreement with West Coast (or another TOC) to provide the timetabled train service, if only between Oxenholme and Windermere.

I appreciate there are issues regarding route knowledge, suitability of the stock, etc.

What I am driving at is whether there is any issue with one TOC engaging another TOC to provide the core timetabled services it is obliged to provide under the franchise agreement?

The service was funded by the Dept of Transport and so was free.
